September 5, 2007 9:30 A.M. The meeting was called to order by Chairman Flaagan with Commissioners Lofthus, Dahlen, Bergquist, and Fougner present. Motion was made by Commissioner Dahlen and seconded by Commissioner Bergquist to approve the minutes as distributed. All voted "Yes". Motion carried. There was discussion on the proper procedure for communicating with the public. Herb Schultz was present. Rick Urvand discussed the inspection of cattle passes, Co Rd #23 through the Thompson farmstead, completion of the box culvert project southeast of McVille, volunteer work in Northwood, a meeting with Dave Leftwich from the Department of Transportation, equipment rates for hauling gravel, the utility permit for Keystone Pipeline, graveling at the park, and taking out the speed bumps at the park. The county well and pipeline were discussed. Sharon Young discussed the response to tornadoes in Nelson County and Northwood, drafting an evacuation and shelter plan, using the incident command response unit at Stump Lake, the full-scale exercise evaluation, the 2007 Homeland Security Grant, and weather radios and sirens. Marcia Beglau reviewed the Social Services budget and discussed county burials and economic assistance grants. Department heads Michelle Linstad, Stacy Twete, Sharon Young, Nels Peterson, Kelly Janke, Marcia Beglau, Rick Urvand, and Evonne Frederick discussed the salary requests, generating more revenue, tax exemptions, percent increases versus across the board increases of salaries, and hourly salaries versus monthly salaries. Kelly Janke presented the Calls for Service report and introduced deputies Eric Braathen, Scott Trenda, and Tom Stenvold. He discussed the use of the Homeland Security Grant. Rick Urvand reviewed the Road and Bridge, Road and Bridge Contingency, Weed Control, Emergency, and FEMA Administration budgets. He discussed salary issues also. Nels Peterson reviewed the Co. Agent budget and presented the extension activity report. Stacy Twete reviewed the Veteran's Service budget and requested to change his work week from one to three days per week. Motion was made by Commissioner Bergquist and seconded by Commissioner Dahlen to approve the Veteran's Service Officer's budget and to set his work week at three days per week. All voted "Yes". Motion carried. Motion was made by Commissioner Lofthus and seconded by Commissioner Bergquist to transfer $56,608.89 from the Highway Distribution fund and $6,747.58 from the Highway Maintenance fund to the Road and Bridge fund. All voted "Yes". Motion carried. Motion was made by Commissioner Dahlen and seconded by Commissioner Fougner to approve a special events permit for Helga Johnson at Stump Lake Park on October 6, 2007. All voted "Yes". September 6, 2007 8:30 A.M. The meeting was reconvened with all Commissioners present. The Commissioners budget was reviewed. W.J. Davidson reviewed the Auditor's budget. Evonne Frederick reviewed the Treasurer's budget. Ruth Stevens reviewed the County Recorder/Clerk of Court budget. At 9:30 A.M. the Health District hearing began with Julie Ferry, Allan Opoien, Denise Uriell, Deanne Miller, and Stephanie Matejcek present. Julie Ferry reviewed the Health District budget and discussed the budget process, health programs, and salaries. Stephanie Matejcek requested that the entire Health District budget be funded. Julie discussed the proposed mill levy increase, grants, and publishing the Health District minutes. Denise Uriell requested that the Health District budget not be reduced and discussed salaries. Sharon Young reviewed the County Superintendent of Schools, Disaster Emergency Management, Hazardous Materials, and Homeland Security budgets. Michelle Linstad reviewed the Tax Director's budget and discussed the implementation of the soil survey. Steve Simonson reviewed the States Attorney's budget and discussed indigent defense and the civil commitment of a sexually dangerous individual. The meeting was recessed September 7, 2007 9:00 A.M. The meeting was reconvened with all Commissioners present. Rick Urvand and Kelly Janke discussed safety concerns with the maintenance of a Township road in Williams Township. Rick will meet with the Williams Township Board. Kelly reviewed the Sheriff, Contract policing, and LLE Block grant budgets. He discussed video conferencing to save mileage and an injury to one of the deputies. Rodney Stevens reviewed the Janitor's budget and discussed the lawn mower, vacation, retirement, his trailor, window replacement, repair of the boiler ring, basic maintenance, temperature controls, and coal hauling. Motion was made by Commissioner Dahlen and seconded by Commissioner Fougner to approve the Council on Aging contract. All voted "Yes". Motion carried. Motion was made by Commissioner Lofthus and seconded by Commissioner Fougner to deny the request for an additional $25.00 per month salary increase for the Disaster Emergency Manager. All voted "Yes". Motion carried. The Park Budget and the Technology budget were reviewed. It was decided to approve a $90.00 per month salary increase for full-time employees and to prorate the increase for part-time employees. The Commissioners are to receive a $50.00 per month increase. Commissioner Bergquist gave an update on the insurance claim at Stump Lake. A possible vote on a mill levy increase was discussed. Motion was made by Commissioner Dahlen and seconded by Commissioner Lofthus to approve the departmental and special revenue fund budgets as amended. All voted "Yes". Motion carried. The meeting was recessed. September 25, 2007 8:15 P.M. The meeting was reconvened with all Commissioners present. There was discussion on a bridge south of Tolna that was condemned and closed. The engineer will be looking at it to see what repairs are needed. A piling bridge in Forde Township was also discussed. There was discussion about noise and dust near the gravel pit southwest of Pekin. Addendum A to the Agreement for Providing Services for Nelson County by Griggs County for 2008 was signed.
