October 4, 2007 10:00 A.M. The meeting was called to order by Chairman Flaagan with Commissioners Lofthus, Dahlen, Bergquist, and Fougner present. Motion was made by Commissioner Lofthus and seconded by Commissioner Dahlen to approve the minutes as distributed. All voted "Yes". Motion carried. Nels Peterson presented the extension activity report and discussed land values, a sunflower project, and economic development. Herb Schultz was present. Mark Anderson, engineer, submitted a report on bridge inspections. Rick Urvand discussed some of the bridges in the report. Motion was made by Commissioner Lofthus and seconded by Commissioner Fougner to barricade bridge #3235 on the east side of Section 12 in Dahlen Township because the road is no longer used. All voted "Yes". Motion carried. There was discussion on Bridge #32-103-29.0, known as the Melvin Flaagan Bridge, in Dayton Township. Mark Anderson gave an estimate of the cost of repair. Mark submitted a letter regarding the addition of nine miles of Co. Road #23 to the Federal Aid system. No action was taken. Mark discussed future Federal Aid projects and the county's matching funds. Rick submitted an update of his job description and a Federal Aid Road Maintenance Certification Statement. Motion was made by Commissioner Dahlen and seconded by Commissioner Lofthus to authorize the Chairman to sign the Federal Aid Road Maintenance Certification. All voted "Yes". Motion carried. Motion was made by Commissioner Bergquist and seconded by Commissioner Fougner to direct the States Attorney to send a letter to landowners that are encroaching on Federal Aid Road right-of-way. All voted "Yes". Motion carried. Sharon Young discussed the 2007 Homeland Security Grant and Nelson County's Spending Plan, the Local Emergency Planning Committee Tier II Reports, the Emergency Management fall conference, and the annual review of the Emergency Medical Services coverage within the county. Kelly Janke presented the calls for Service Report and minutes of the meeting with the contract policing cities. He discussed hiring a deputy, vandalism and theft at the Pioneer Village, and two proposals for a new pickup. Motion was made by Commissioner Bergquist and seconded by Commissioner Fougner to purchase a 2007 Chevy Silverado 1500 4WD pickup from Lake Chevrolet. All voted "Yes". Motion carried. Allan Anderson, Williams Township Supervisor, discussed the maintenance of a Township road over the speaker phone. At 1:30 P.M. the budget hearing began with no one present to comment. Motion was made by Commissioner Dahlen and seconded by Commissioner Lofthus to approve the voucher for extra pay for the Sheriff due to being short a deputy. On a roll call vote, all voted "Yes". Motion carried. Michelle Linstad and Steve Simonson discussed the moving of a mobile home without a permit. Steve Simonson discussed the maintenance of a Township road in Williams Township. Michelle Linstad presented the disabled veteran's exemptions. Motion was made by Commissioner Lofthus and seconded by Commissioner Fougner to approve the two new disabled veteran's exemptions. All voted "Yes". Motion carried. The report from the Veteran's Service Officer was reviewed. Motion was made by Commissioner Lofthus and seconded by Commissioner Fougner to impose an excess levy of 9 mills on Melvin Township to reduce their debt to the County. All voted "Yes". Motion carried. Motion as made by Commissioner Bergquist and seconded by Commissioner Dahlen to approve the job description of the Road Superintendant which includes the administration of the Weed Control program. All voted "Yes". Motion carried. Motion was made by Commissioner Bergquist and seconded by Commissioner Dahlen to appoint Elaine Westensee-Brooks to the Job Development Authority. All voted "Yes". Motion carried. Motion was made by Commissioner Dahlen and seconded by Commissioner Fougner to reappoint Don Staniszewski to the Housing Authority. All voted "Yes". Motion carried. Motion was made by Commissioner Lofthus and seconded by Commissioner Dahlen to transfer $24,169.23 from the Highway Distribution fund to the Road & Bridge fund. All voted "Yes". Motion carried. The property that was recently foreclosed upon because of unpaid taxes was appraised. A possible mill levy increase for roads and the Tolna Coulee outlet for Stump Lake were discussed. October 17,2007 9:00 A.M. The meeting was reconvened with Commissioners Flaagan, Lofthus, Bergquist, and Fougner present. There was discussion on the support of the proposed Keystone Pipeline. Commissioner Bergquist presented three options for a resolution. A combination of two options was suggested. Motion was made by Commissioner Bergquist and seconded by commissioner Fougner to approve a resolution supporting the proposed Keystone Pipeline project. All voted "Yes". Motion carried. A Court Services Agreement was reviewed. Motion was made by Commissioner Lofthus and seconded by Commissioner Bergquist to approve the Court Services Agreement with the City of Lakota and the State of North Dakota. All voted "Yes". Motion carried Commissioner Dahlen arrived at the meeting after attending another meeting. There was discussion on direct deposit of payroll checks, the Melvin Flaagan bridge, the Stump Lake outlet, the Michigan Spillway project, and mill levies. Michelle Linstad discussed the use of Geographical Information Systems for implementing the soil survey. Motion was made by Commissioner Lofthus and seconded by Commissioner Bergquist to form a GIS study committee to develop a plan for the implementation of the soil survey. All voted "Yes". Motion carried. The meeting was recessed. October 26, 2007 8:30 A.M. The meeting was reconvened with Commissioners Flaagan, Lofthus, Dahlen, Bergquist, and Fougner present. Rick Urvand submitted pictures of the Melvin Flaagan bridge and an estimate of the cost of repair. Motion was made by Commissioner Bergquist and seconded by Commissioner Fougner to allocate as much as $30,000.00 to repair bridge #32-103-29.0, the Flaagan bridge, because of its importance to the economy of the area and because the bridge is rated structurally deficient. On a roll call vote, all voted "Yes". Motion carried. Rick discussed cattails in ditches, sick leave, and radios. There was discussion on a newspaper article about grants and autopsy expenses.
