May 6, 2008 10:00 A.M. The meeting was called to order by Chairman Odell Flaagan with Commissioners Fougner, Bergquist, Dahlen, and Lofthus present. Moved by Commissioner Fougner and seconded by Commissioner Dahlen to approve the minutes as distributed. All voted "Yes". Motion carried. Rick Urvand discussed the township road to the proposed Schroeder Campground, the Keystone Pipeline bond and haul road permit, right of way encroachment, the signing program, future road projects, the proposed Home Rule Charter, and the Lee Quanbeck bridge. Sharon Young discussed the use of the Public Safety Interoperable Communications Grant to purchase radios. The grant would fund 80% of the cost. Moved by Commissioner Dahlen and seconded by Commissioner Bergquist to approve the request to purchase nine new radios for the Highway Department using grant funds. All voted "Yes". Motion carried. Sharon Young discussed the flood insurance rate map meeting, a possible new ordinance to adopt the new maps, mutual aid agreements, and Severe Summer Weather Awareness Week. Sharon displayed a large flood map for all of Stump Lake. There was discussion on a siren for Stump Lake Park. James, Roberta, and Jason Schroeder discussed their proposed campground in Illinois Township. They have discussed improving the Township road leading to the campground with the Township Supervisors and feel that they can work it out. Moved by Commissioner Fougner and seconded by Commissioner Bergquist to approve a conditional use permit for Schroeder's Campground in the NE1/4 of Sec. 22, Twp. 152, Rge. 61 as recommended by the Planning Committee, contingent upon the improvement of the Township road. All voted "Yes". Motion carried. Kelly Anderson, from Minnkota Power, discussed the proposed substation for Keystone Pipeline in Adler Township. Moved by Commissioner Bergquist and seconded by Commissioner Dahlen to approve a conditional use permit for Minnkota Power Inc. for a substation and 69KV line in Secs. 2 and 10, Twp. 151, Rge. 57 as recommended by the Planning Committee. All voted "Yes". Motion carried. There was discussion on Rodney Brossart's request for a refund of taxes and a campground map for Stump Lake Park. Kelly Janke discussed a drug bust, forgery arrest, 4-wheelers in Stump Lake Park, patrolling the campground, collective bargaining for law enforcement employees, and other incidents. At 1:30 P.M. an abatement hearing began on a parcel owned by Barbara Wiebelhous in Nash Township. Moved by Commissioner Dahlen and seconded by Commissioner Lofthus to approve the abatement of 2007 taxes for the NE1/4 of Sec. 30, Twp. 153, Rge. 57. The structure qualifies for the disabled veteran's exemption. All voted "Yes". Motion carried. Sharon Young discussed mutual aid agreements. Moved by Commissioner Dahlen and seconded by Commissioner Fougner to make the recommended changes in the mutual aid agreement and to sign the agreements with the surrounding counties. All voted "Yes". Motion carried. There was discussion on a possible burning ban. Moved by Commissioner Lofthus and seconded by Commissioner Dahlen to sign the Clerk of Court Services Agreement. All voted "Yes". Motion carried. Election workers were discussed. Moved by Commissioner Bergquist and seconded by Commissioner Lofthus to appoint Elaine Larson as Inspector for the 2008 Primary Election. All voted "Yes". Motion carried. At 2:00 P.M. an abatement hearing began on property owned by Lee and Pat Williams in Leval Township. Lee Williams discussed the abatement applications. Moved by Commissioner Lofthus and seconded by Commissioner Fougner to approve the abatement of 2007 taxes for parcels #17-4926, #17-4728, #17-4929, #17-4947, #17-4948, #17-4949, and #17-4971 because they are inundated with water from Stump Lake. All voted "Yes". Motion carried. Applications for abatements from Davis and Ramona Rainsberry were discussed. Moved by Commissioner Dahlen and seconded by Commissioner Begquist to approve the abatement of 2006 and 2007 taxes for lots 1-5 of Block 37, Original Townsite Lakota, and 2007 and 2008 tax on the mobile home located on these lots because they qualify for Homestead Credit. All voted "Yes". Motion carried. The Board examined the vouchers and instructed the Auditor to pay all bills as listed.
