Moved by Commissioner Lofthus and seconded by Commissioner Bergquist to approve the minutes as distributed. All voted "Yes". Motion carried. Rick Urvand discussed bid openings next month, training the new blade operator, signing while graveling, the purchase of a new base station radio, and bridge funding. Nash Township Supervisors Rod Gildehus, David Aubol, and John Berdal and Rick Urvand discussed the charge to Keystone Pipeline for crossing section lines. Nash Township would like to receive the fee and pay the expenses, including haul road inspections. Moved by Commissioner Bergquist and seconded by Commissioner Fougner to credit Nash Township's account with $1500.00 for section line crossings by Keystone Pipeline and Nash Township will pay all expenses incurred. All voted "Yes". Motion carried. Moved by Commissioner Dahlen and seconded by Commissioner Lofthus to authorize the Chairman to sign future haul road agreements. All voted "Yes". Motion carried. Elvin Johnson was present. A report on upcoming DEM exercises from Sharon Young was submitted by the Auditor. Herb Schultz discussed 2007 assessments of inundated agricultural land in Nash, Michigan, and Petersburg Townships. Michelle Linstad reviewed the 2007 inundated agricultural land valuations and discussed flooded land around Stump Lake. The applications appear to be in order. Moved by Commissioner Dahlen and seconded by Commissioner Fougner to approve the beer and liquor licenses for Kevin Mondry at Stump Lake Park. All voted "Yes". Motion carried. Scott Trenda submitted the Calls for Service report from the Sheriff's Office. The Clerk of Court funding agreement was discussed. Moved by Commissioner Dahlen and seconded by Commissioner Bergquist to enter into a funding agreement for the 2009 - 2011 biennium to receive reimbursement for providing clerk services to the District Court as in the past. All voted "Yes". Motion carried. Moved by Commissioner Lofthus and seconded by Commissioner Fougner to adopt the resolution for road restrictions. All voted "Yes". Motion carried. There was discussion on the Home Rule Charter, sales tax ordinance, and a sales tax cap on new farm equipment. Rodney Brossart discussed sales tax on new farm equipment and township road funding. Susan Brossart and two of their sons were present. Kristi Berdal presented the extension activity report. Moved by Commissioner Bergquist and seconded by Commissioner Lofthus to propose a sales tax cap of $50.00 on new farm equipment as part of the proposed sales tax ordinance. All voted "Yes". Motion carried. Nathan Bergman, from the State Tax Department, answered questions about the sales tax ordinance on speaker phone. Herb Schultz discussed sales tax collection and provided sales tax information from around the state. He is not in favor of a local sales tax. An application for an abatement of taxes from Lona Rossi was discussed. Moved by Commissioner Dahlen and seconded by Commissioner Fougner to approve an abatement of 2007 taxes for 17.94 acres in the SW1/4 NW1/4 of Sec. 4, Twp. 153, Rge. 58. All voted "Yes". Motion carried. Michelle Linstad discussed the value of inundated agricultural land and flooded land around Stump Lake. Moved by Commissioner Fougner and seconded by Commissioner Bergquist to set the elevation for inundated agricultural land around Stump Lake at 1449' and below. All voted "Yes". Motion carried. It was decided to put a value of $10.50 per acre on inundated agricultural land flooded by Stump Lake for 2008. A protest of taxes letter from Keith and Darlene Forde was reviewed. It was decided to send them a letter inviting them to attend the next Commissioners meeting. There was discussion on the proposed development authority and upcoming meetings. MARCH 27, 2008 3:30 P.M. The meeting was reconvened with all Commissioners present. Water Board members Ben Varnson, Mike Donohue, and Gene Gehrke discussed various water projects and obstacles that they are encountering. The repair of the Tolna Dam spillway was discussed. The local cost is estimated at $20,000.00. Moved by Commissioner Dahlen and seconded by Commissioner Lofthus to fund 20% of the local cost of the Tolna Dam spillway not to exceed $5,000.00. On a roll call vote, Commissioners Lofthus, Dahlen, Fougner, and Flaagan voted "Yes". Commissioner Bergquist voted "No". Motion carried. There was discussion on the Senate Hearing conducted by Byron Dorgan in Devils Lake regarding flooding in the Stump Lake Basin. The meeting was called to order by Chairman Odell Flaagan with Ron Dahlen, Harold Bergquist, Don Fougner, and Noel Lofthus present. Moved by Ron and seconded by Don to approve the minutes as distributed. All voted "Yes". Motion carried. Lynn Stahl discussed advertising for the park and pioneer village. Moved by Harold and seconded by Don to pay for an ad in the Devils Lake Journal Tourism Guide. All voted "Yes". Motion carried. Jim Hatlestad and Dennis Johnson discussed salary for 2008. Moved by Harold and seconded by Ron to increase their salary to $1500.00 per month each for five months. All voted "Yes". Motion carried. There was discussion on anchoring the cabin, skirting the mobile home, repair of the pavilion windows, and another lawn mower. Kevin Mondry discussed the location of seasonal campsites, café supplies, daily camping rates, and the layout of the pub. A $30,000.00 grant from the ND Game & Fish, a $200.00 grant from ND Telephone, and a $500.00 grant from the Red River Regional Council have been approved for a boat ramp and docks. It was decided to apply for a Garrison Diversion grant.
