Moved by Commissioner Dahlen and seconded by Commissioner Fougner to approve the minutes as distributed. All voted "Yes". Motion carried. Moved by Commissioner Fougner and seconded by Commissioner Dahlen to approve a special events permit for Kevin Mondry at Stump Lake Park from June 6, 2008 to July 5, 2008. All voted "Yes". Motion carried. Rick Urvand discussed the boat ramp extension at the park, the Township Mileage Certification, and the use of a New Holland tractor for mowing. Moved by Commissioner Bergquist and seconded by Commissioner Dahlen to authorize the Chairman to sign the Township Mileage Certification when completed. All voted "Yes". Motion carried. Rick discussed the Federal Aid System road inspection, the purchase of cutting edges, the cost of asphalt and culverts, new faces for signs, and equipment repairs. Clay Smaaladen, from Butler Machinery discussed the cost of cutting edges and the bidding of motor graders. Sharon Young discussed a school annexation hearing in Walsh County, mutual aid agreements, and an emergency planning meeting with McVille City. Harold Bergquist was chosen to serve on the County Canvassing Board. Moved by Commissioner Bergquist and seconded by Commissioner Fougner to reappoint Dan Kassian as Coroner. All voted "Yes". Motion carried. Moved by Commissioner Fougner and seconded by Commissioner Dahlen to reappoint Gene Gehrke and Kristi Berdal to the School District Annexation and Reorganization Committee. All voted "Yes". Motion carried. Commissioner Bergquist presented brochures on a renaissance zone program. Kelly Janke discussed a Joint Powers Agreement for Special Operations Team Support. Moved by Commissioner Bergquist and seconded by Commissioner Dahlen to sign the Joint Powers Agreement with the North Dakota Association of Counties for Special Operations Team Support. All voted "Yes". Motion carried. Kelly discussed collective bargaining legislation, Keystone Pipeline monitoring, city celebrations, cost of transporting prisoners, repeat offenders, and 911 issues. Ben Varnson discussed Tolna Dam repairs and development around Stump Lake. The meeting was recessed. At 2:00 P.M. the County Equalization meeting began. Michelle Linstad reported that the assessment of property is not complete. Some of the assessors are late with their assessment books and forms. Bob Jamsa feels that the SE1/4 of Sec. 12, Twp. 154, Rge. 60 is assessed too high. Susan and Abby Brossart would like to compare the assessment of the NW1/4 and SW1/4 of Sec. 32, Twp. 152, Rge. 59 and the NW1/4 and SW1/4 of Sec. 5, Twp. 151, Rge. 59 with the assessment of Sec. 6, Twp. 151, Rge. 59. Some is drained and some isn't. These issues will be reviewed at the July meeting when all of the assessments are completed. Herb Schultz discussed the Nash Township Equalization minutes and the rules for farm residence exemption. Abby Brossart asked what was happening with the assessment of residential property in the rural areas. Some of the residential property was adjusted in 2007. The County Equalization meeting was recessed. The Commissioners meeting was reconvened. The meeting was called to order by Chairman Odell Flaagan with Harold Bergquist, Ron Houdek, Don Fougner, Bert Elgin, and Ron Dahlen present. Moved by Harold and seconded by Don to approve the minutes as distributed. All voted "Yes". Motion carried. Kevin Mondry discussed the cost of operating the park and problems he is encountering. Kelly Janke discussed law enforcement at major events held at the park and the storage of a rescue boat. Tom Stenvold was present. Jim Hatlestad discussed golf carts driven by children and the soft serve ice cream maker. Dennis Johnson discussed the storage of boats near the bait shop. A waiver of liability was suggested. Moved by Bert and seconded by Don to charge $10.00 per week to park boats near the bait shop, with payment in advance. All voted "Yes". Motion carried. The estimated cost of garbage pickup was reviewed. Dennis discussed installing an electric meter at the bait shop, lake maps, and a ramp on the east side. Moved by Harold and seconded by Ron Dahlen to install a meter at the bait shop. All voted "Yes". Motion carried. Ron Houdek discussed removing the trees in the water by the boat ramp. There was discussion on beavers, a proposed dike, and Kevin's financial problems. Moved by Ron Dahlen and seconded by Harold to advance Kevin Mondry $3000.00 on what he has coming for his share of camping. On a roll call vote Harold, Ron Dahlen, Ron Houdek, Don, and Odell voted "Yes". Bert voted "No". Motion carried.
