August 7, 2007 9:00 A.M. The meeting was called to order by Chairman Flaagan with Commissioners Lofthus, Dahlen, Bergquist and Fougner present. Motion was made by Commissioner Lofthus and seconded by Commissioner Bergquist to approve the minutes as distributed. All voted "Yes". Motion carried. Herb Schultz was present. Motion was made by Commissioner Dahlen and seconded by Commissioner Fougner to approve a special events permit for Helga Johnson at Stump Lake Park for August 25, 2007. All voted "Yes". Motion carried. Nels Peterson submitted the extension activity report. Mark Anderson, engineer, discussed the cost and scheduling of future road projects. He suggested moving up the seal coat project for County Road #35 to 2009. He also reported on the progress of the box culvert project south of McVille. Rick Urvand discussed bridge maintenance, the state's bridge inspection report, the utility permit for Keystone Pipeline, the weed control budget, a mill levy increase for roads, and the county line road at Thompson's farmstead. It was decided to do a comprehensive report on all bridges in the county. There was discussion on the poor condition of state highways #1, #15, and #32 in the county. Julie Ferry introduced DeAnn Miller as RN for the Nelson-Griggs Health District. Julie discussed the budget process, budget calculations, history of the health district, a decrease in grant money, and salaries and requested an increase in funding. Sharon Young presented the school report and discussed grants, the full scale exercise, the 2007 Homeland Security Grant Application briefing, an evacuation plan, a shelter plan, and debris removal at Stump Lake. A $1,000.00 grant was received from Nodak Electric for the Incident Command Response Unit. Evonne Frederick reviewed the investment of county funds. Kelly Janke, Evonne Frederick, Sharon Young, Ruth Stevens, and the Commissioners elected Kelly Janke as delegate and Odell Flaagan as alternate delegate to the Association of Counties Conference. Steve Simonson reviewed existing Attorney General's opinions on debris removal on lakes that say that the county has no authority on the matter. He discussed the county line road at the Thompson farmstead and the Tri-County Water lease. Kelly Janke reported on the Calls for Service, 4-wheeler complaints, radio frequency problems, new software, security at Stump Lake Park, budget issues, and Homeland Security funding. There was discussion on the payment to the Devils Lake Joint Water District, the Tolna Coulee outlet, and the proposed purchase of a Missile Alert Facility. Motion was made by Commissioner Bergquist and seconded by Commissioner Lofthus to appoint Ronald Dahlen to the Red River Regional Council and W. J. Davidson as alternate. All voted "Yes". Motion carried. There was discussion on the Association of Counties Conference, an upcoming ILG class and nine county meeting, zoning around Stump Lake, and proposed permit applications.
